The update is available only for the iPhone 5 and is not available for any other iOS device. Weighing in at just 11.5 MB for the OTA update, it is very likely that the changes in this update are really minor.
It has been reported that the speakerphone profile sets the parameters for the quality of audio produced, and although the 11.5 MB update file size would seem a bit bulky for an update of this kind, Apple hasn't specified anything else in the release notes.
